Federal BOP Release Search

A federal prisoner released from the Federal Bureau of Prisons belongs to a different record system than a Dickinson County jail detainee. The BOP locator can report a federal released or not-in-BOP-custody result and a date for people within its historical population. It cannot explain every federal pretrial stage, county booking, immigration event, or later local arrest. Identity and jurisdiction must be matched before treating the result as proof.

Federal BOP Releases

The Federal Bureau of Prisons holds people serving federal sentences in its post-conviction system. No BOP prison was identified in Dickinson County. A local name can still connect to federal custody if a federal court matter, USMS transfer, or later BOP commitment created that chain.

A BOP “released” or “not in BOP custody” result concerns only the BOP episode. It may include a federal release date. It does not certify that the person is free from every other custodian, explain a Dickinson County booking before or after the federal term, or prove where the person went. A new state, county, USMS, or immigration hold remains possible.

A Dickinson County handoff to federal authorities is a transfer, not release to the community, even if the county booking closes.

Confirm a BOP Release

The official BOP Inmate Locator is the public search route for the BOP population. Use an agency number whenever possible because names can be shared or recorded in more than one form.

  1. Choose number search when a BOP register, DCDC, FBI, or INS number is known.
  2. Otherwise enter the full name and available age, race, or sex fields to narrow results.
  3. Compare the identity and register number before reading the custody result.
  4. Record the exact displayed status and release date. Do not substitute the search date.
  5. Use the federal docket to connect the result to the correct criminal case and sentence.
  6. Check another custodian when the record shows a transfer or when current location remains unresolved.

The locator is a strong released-person source for its own population, but older federal data can be incomplete. A no-result is not a federal release certificate. Search variants and use the docket or agency contact when identity is uncertain.

BOP Locator Evidence

The BOP locator interface separates number-based and name-based searches and should be read as a federal source.

A displayed federal release date does not resolve an unrelated Dickinson County, KDOC, USMS, or ICE custody event.

BOP Result Meanings

Precise wording matters. “Released” indicates departure from the BOP population as reported by BOP. “Not in BOP custody” also speaks to that system, not to every jail or agency. A release date belongs to the federal episode tied to the matching number and identity.

USMS movementFederal pretrial or transport custody may continue.Federal docket and USMS

These distinctions keep a locator result from being stretched beyond its population. BOP does not operate the Dickinson County jail and cannot certify its exact book-out time.

Dickinson-to-Federal Transfers

Transfer is the central release false positive. A person can leave the Dickinson County Detention Facility because USMS or another federal authority takes custody. The local booking then ends, but confinement may continue. Ask for the county release or movement entry and destination if that field is maintained. Use the federal docket to identify the federal stage.

USMS manages federal pretrial prisoners and transport. It has no public historical locator comparable to BOP. BOP becomes the correct locator after commitment to its population. A delay can occur between county departure, USMS movement, court proceedings, and BOP intake. Do not call that gap community release.

Note: Preserve the Dickinson booking number, federal case number, and BOP register number as separate keys to the same custody sequence.

BOP Versus USMS Custody

BOP and USMS serve different roles. USMS generally manages federal pretrial detention and transport. BOP generally manages post-conviction federal imprisonment. Someone in a contract jail under USMS authority may not yet belong to the searchable BOP population.

Federal pretrial custody
Detention before final disposition, often managed through USMS and the federal court.
BOP commitment
Post-conviction custody within the Bureau of Prisons population.
Release date
The date BOP reports its custody episode ended.
Transfer
A change of custodian or location while detention continues.

If the question concerns the stage before BOP intake, use the federal docket and USMS rather than forcing a BOP no-result into a release conclusion.

BOP and ICE Are Separate

Federal criminal custody and immigration detention are not interchangeable. A person can leave BOP and later face ICE custody, or move through a process that the BOP locator does not describe. ICE's Online Detainee Locator System searches its current detention population using different identity fields.

An ICE no-match does not prove immigration release, removal, or community presence. Likewise, a BOP released result does not rule out ICE custody. Follow the recorded destination, compare identifiers, and use the locator belonging to the agency that owns the next stage.

Federal Docket and Release Proof

The federal court docket provides the legal history: charge, detention order, judgment, sentence, commitment, and later filings when public. It may explain why custody began and what the court ordered. The BOP locator supplies the public federal prison status and reported release date. Neither one provides the Dickinson County jail's physical book-out timestamp.

If a Dickinson booking is part of the chain, obtain the county administrative release record. Ask for actual book-out time, status or destination if maintained, and releasing authority. Then align that event with the federal docket and BOP record. The Dickinson County release search explains that county request path.

When BOP Has No Match

A missing result is ambiguous. The name may be misspelled, the person may use another name, the data may be older or incomplete, or the person may be in USMS rather than BOP custody. The case may also belong to Kansas or county jurisdiction instead of federal court.

Search by an official number if available. Compare the federal docket and sentence. If the person was transferred from Dickinson County, ask whether the public county record names USMS, BOP, or another receiving agency. Search KASPER for a Kansas commitment and ICE ODLS only when the custody facts support those lanes. Repeating a name across unrelated portals without following identifiers produces weak conclusions.

Federal Release Record Limits

The BOP locator is not a complete case file or a universal custody history. It cannot prove the reason for a county release, the legal terms of supervision, an immigration outcome, or every older federal record. A released label also does not mean the conviction was erased or that all court duties ended.

Use the record designed for the fact. That approach is slower than guessing from a roster disappearance, but it preserves the difference between release and transfer.

BOP Identity and Date Checks

A reliable BOP result begins with identity. A register number is more precise than a name alone. When only a name is available, compare all displayed biographical details and the federal case before linking the result to a Dickinson County custody event. Similar names can produce a convincing but incorrect match. Older records may also contain name forms that differ from a county booking.

Keep the federal release date attached to the BOP episode. It may predate or follow a separate Dickinson County booking. It may also mark the end of imprisonment without explaining later supervision, another arrest, or immigration detention. The federal docket can connect the conviction and sentence, while another custodian's record must establish any later episode. A single timeline can contain several valid release and intake dates.

For a record used in personal legal process, save the exact status wording, identity number, reported date, locator retrieval date, and related case number. Then obtain an agency record if a locator printout is not enough. Do not infer a release reason from the date alone. A sentence ending, a court-directed outcome, and a transfer can carry different legal meanings even if the locator reports only that BOP custody ended.

This careful labeling is especially important for Dickinson County because no federal prison was identified locally. A federal result tied to a Dickinson resident or county booking does not turn the BOP network into a Dickinson facility. It remains a separate federal custody system.
